What is HR's role in legislative advocacy?

The impact of legislation and regulation at both the federal and state levels involve more and more of our everyday work. What is our role in all of this? Are we just observers or can we make a real difference in the impact on our businesses, employees and our profession? Should we even be involved?

Join us at the April breakfast meeting to hear from CRHRA chapter colleagues who have been involved in HR legislative advocacy and hear their thoughts on these questions. Also, panel leader Tom Minnick, longtime CRHRA member and a former advocate on HR issues from The Business Council of New York State, Inc., will explore HR topics that are contained in current and recent state level legislation to help answer these questions. Tom will also present a simple action outline when considering contact with your local elected officials.

Martin Patrick

 Martin Patrick is a Senior Human Resources Consultant/Manager employed at Pinnacle HR, LLC in Albany. He received his Master’s Degree in HR Management from Pace University and is certified as a Senior Professional in Human Resources (SPHR) and Society of Human Resources Senior Certified Professional (SHRM-SCP). He has worked in various HR leadership roles for various regional businesses and has served on the Capital Region Human Resources Association (CRHRA) BOD in many roles including president and on the state SHRM council.

Chris Patrie

Chris is Director of Human Resources for Janitronics Inc., an industry leading facility services contractor servicing world class commercial partners in nano-technology, pharmaceutical, educational, healthcare, and Class A office environments. Chris manages and oversees all human resources initiatives and responsibilities for the company’s corporate headquarters and branch offices throughout New York and Vermont. Prior to joining Janitronics in 2006, Chris held progressive human resources and operations management positions for regional and Fortune 50 corporations. His twenty-plus year human resources career has allowed him the opportunity to speak publicly on a variety of business and social issues. He volunteers his time as a long-time member of the Business Advisory Council for Northeast Career Planning, Board of Directors for Capital Area Human Resources Assoc., Past Chairman, Government Affairs, NYS SHRM Legislative District Captain, NYS Business Council Legislative Committee, and various community programs. 

Loretta Kuhland

Loretta Kuhland is a business leader with extensive strategic and hands-on experience in business operations, human resources, marketing, and management processes. She has worked in a range of business environments from start ups to global enterprises, for-profits, not-for-profits, and within a collective bargaining unit. Loretta has been imbedded within specific business lines, as well as worked within corporate departments. 

Currently, Loretta is a business consultant with PinnacleHR and Performance Management Services. She is an EAP trainer for Balancing Life Issues on issues related to work-life balance and managing stress. In addition, Loretta is a certified coach, college instructor, and writer.

Prior to relaunching Performance Management ServicesTM in 2013, Loretta was the Deputy Executive Director, Human Resources for the Center for Disability Services, Inc. (government-funded, not-for-profit) were she directed a 25-person HR team and related functions, programs, and projects for this multi-location, 2,500-employee organization. 
Loretta was a Managing Director for Cushman & Wakefield, Inc. (a global real estate firm). She led a team of 27 U.S. Operations Managers, in 40 offices across the U.S., through matrix reporting. Scope included finance, accounting, HR, office services, research, marketing, and new business initiatives. 

As a VP at Credit Suisse First Boston (a global investment bank) Loretta supported a technology group of 700+ employees in eight countries in a Chief Administrative Officer role. She defined, developed, and managed a global administration function that handled budgets, human resources, corporate governance, and day-to-day operations. Loretta worked 12 plus years at First Manhattan Consulting Group (a management-consulting firm specializing in financial services). A start-up venture when Loretta joined, she gained broad experience in the management and development of a growing company. 
Loretta earned a Bachelors in Sociology, with a minor in Economics and a study abroad program in Law at the Trent Polytechnic in Nottingham, England. She earned her Masters from Syracuse University in Sociology. Loretta has participated in several management development programs, NYS Dispute Resolution Association’s Conflict Coaching, and is a proud graduate of the Albany (NY) Chamber of Commerce Capital Leadership Program. She holds certifications as a Coach Practitioner, SPHR, and SHRM-SCP.

Jack Trow

Jack has held a variety of Board positions over the years with the SHRM affiliated Mid Hudson HR Association in the Poughkeepsie area. He grew up on a farm in Red Hook, N.Y. and graduated from SUNY Maritime College at Fort Schuyler, with a Bachelor of Science degree in Marine Transportation. Upon graduation, Jack sailed Third, Second and Chief Mate with Mobil Corporation and Marine Carriers, Inc. Jack started his 38 year HR career in 1977 as Benefits Advisor and progressed to Marine Personnel Supervisor and Labor Relations Advisor for U.S. and British Merchant Fleets. Following 22 years with Mobil, Jack became the Director of Human Resources for Marine Carriers (an agent for US Maritime Administration), followed by Director of Human Resources for China Ocean Shipping Co. His final position was Vice President, Human Resources with Arnoff Moving & Storage (North American Van Lines agent). In this role, he served as a member of their Executive Committee and collaborated closely with outside advisor, Strategy Leaders, in developing their 1-3-5 year strategic HR Plans. Jack held several professional certifications and spent many years as a local Board member with MHHRA and a member of the Business Council HR Committee in its advocacy initiatives. Jack retired in 2015 and continues his HR interests on LinkedIn and SHRM online.


Tom Minnick - Panel Leader

As former Director, Center for Human Resources at The Business Council of New York State, Inc., Tom provided state and federal labor and human resource information to members through The HR Line, the Council's 800 telephone service and coordinated the activities of The Business Council’s Labor & Human Resources Committee. He organized grassroots lobbying of the New York State Legislature and Governor’s office on HR & worker issues important to New York’s business community and HR Professionals. He received his bachelor's degree from Niagara University and MBA from Sage Graduate School in Albany. 
He is a 40 year national member of The Society for Human Resource Management as well as a past president and board member of the CRHRA, a past Trustee of the Albany Community Charter School and a former member of the Business Advisory Committees for the Early Care & Learning Council and Mildred Elley school.


This activity has been submitted to the HR Certification Institute and SHRM for 1 General Credits.
